Rep. Tom Burroughs was first elected to the Kansas House of Representatives in 1997. He serves the 33rd House District, which covers portions of south central Wyandotte County, including Kansas City and Lake Quivira.

  In 2006, Tom introduced legislation to establish the Kansas Regulated Sports Act which brought boxing, mixed martial arts, and pro wrestling to Kansas. This legislation allows these competitions to be regulated by the Kansas Athletic Association and makes Kansas one of only sixteen states to have mixed martial arts. Since its establishment, Kansas has licensed many pro athletes and now competes for big name events such as the World Championship. In 2007, Tom was instrumental in the passage of legislation to expand gaming in Kansas. The Kansas Expanded Lottery Act, an initiative spearheaded by Tom for several years, authorized slot machines at race tracks and four state-owned destination casinos. This legislation will provide an additional $201,708,000 in revenue to Wyandotte County.

During the 2010 term, Tom has maintained a near-perfect final action voting record stretching back to the 1999 legislative session. In eleven years, he has missed only one final action vote.

Tom currently serves as the Assistant Democratic Leader and is the Ranking Democratic Member on the House General Government Budget Committee. He is also a member of the House Committees on Insurance and Financial Institutions, Kansas Athletic Commission, Post Audit, Joint Committee on State-Tribal Relations, and a Board Member of Kansas Inc.

Tom and his wife, Cathie, reside in Kansas City and have three children. He worked for 29 years for Colgate-Palmolive Company and retired in 2006.
